Report Suggests Mixed Outcomes from St Ives Housing Scheme

A Cornish scheme to limit the number of second homes in St Ives has had mixed results according to a borough council report into the practicalities of introducing a similar scheme for Scarborough, Filey and Whitby.

This week we're looking at a new report from Scarborough Borough Council about the idea of introducing a Primary residency Scheme in the borough.

It would mean local people getting priority when buying new local houses and would attempt to restrict the number of second homes and holiday lets in the area.

One part of the country which has tried such a scheme is St Ives in Cornwall.

Borough Council Planning Policy Manager - Steve Wilson - says the Cornish policy has had the effect of reducing demand for new homes, but has had a knock on effect on the number of affordable homes.

Steve says the St Ives plan was bought in to kerb the number of second homes in the area.

The St Ives plan was instigated by a Parish Council rather than the district or borough Authority

The report says that the only other similar scheme of note has just been rolled out in Northumberland, but in areas of a much smaller size than the Scarborough Borough.

Scarborough Borough Council's planning team looked at the St Ives scheme as part of their research work for a report to the borough's planners about the practicalities of introducing a similar scheme in the Scarborough Borough. Steve Wilson says that while it's possibly still too early to assess the full impact of the St Ives scheme it's early impacts appear to have been mixed.
