
Proposals to create a new public square in the town have been approved by planners.
The plan is to create a new, vibrant and high-quality public space by demolishing some buildings, reconfiguring others and enlarging and pedestrianising St Helens Square.
The scheme had been designed to enhance and build upon the proposed development of the former Argos site for student accommodation. The plans for the old Argos site were rejected by the planning committee this week, but the plans for the public quare were approved.
The new St Helen’s Square will be used for markets, exhibitions and performances while creating a more attractive area in front of the historic market hall.
Plans were originally drafted in 2018 as part of the wider regeneration of the former Argos building but have since been revised after feedback and consultation.
In a report to planners the schemes architect said :
“The proposed design has been developed to expand public appreciation of the area and square. The public benefits of the proposal are numerous, helping to attract pedestrians from the town centre and seafront, connecting these two currently separate
areas of the town. This in itself provides a destination and encourages visitors to experience and appreciate the area of the old town. The current area has issues with anti-social behaviour due to discussed buildings and poor urban design, which currently provides a number of dead end areas. The location for the square takes its cues from the historical use of the area ...utilising the form of existing and proposed buildings to
direct movement of pedestrians. The new proposal will provide an open welcoming area which enhances the setting of the listed recently refurbished Market hall"
