The reassurance comes after Scarborough's Civic Society expressed concerns about next April's local government changes.
They are concerned that the loss of the borough council could mean things like planning and conservation services being centralised in Northallerton.

Questions do remain about how some local services will operate in the Scarborough Borough when the borough council is abolished next April.
Scarborough Civic Society say they are worried about the lack of detail around where key staff like planning officers will be based.
Scarborough Borough Mayor - Councillor Eric Broadbent - says there is currently a lack of detail but a strong desire among the 17 local councillors elected to the new North Yorkshire Council to keep things local.
County Councillor Subash Sharma is also concerned about the potential loss of council offices in Scarborough and the effect it could have on town centre businesses.
More details about the plans for the transition to the new authority are expected in November.
