
North Yorkshire Council is embarking on the development of a new harbour strategy for Scarborough and Whitby.
The strategy, which will also encompass Filey Cobble Landing, aims to guide the future management and development of these vital assets.
The previous harbour strategy, established by the former Scarborough Borough Council, expired in 2022 during the local government reorganisation. The new strategy will provide a roadmap for the next five to ten years, outlining the direction and opportunities for each harbour, particularly in light of the emerging offshore renewables market.
Head of Harbours and Coastal Infrastructure, Chris Bourne, says there are lots of opportunities for the harbours.
Attracting new operators to Scarborough and Whitby harbours will form part of the new harbours strategy Chris Bourne, says they are already looking at the potential of attracting crew transfer vessels and guard vessels for the off shore wind industry to the Yorkshire Coast.
The strategy will address a range of key issues, including:
- Infrastructure Improvements: Both harbours face challenges related to ageing infrastructure, with some areas requiring urgent attention. The strategy will outline a plan for necessary repairs and upgrades to ensure the long-term viability of these vital assets.
- Dredging Operations: As highlighted in a recent report, both Scarborough and Whitby harbours are facing challenges related to dredging. The build-up of silt poses a risk to navigation and requires immediate action. The new strategy will likely include provisions for regular and efficient dredging operations to maintain the navigable depth of the harbours. You previously mentioned that the Council is transitioning to in-house dredging operations after encountering difficulties with the outsourced arrangement.
- Supporting the Fishing Industry: Scarborough and Whitby have long and proud histories as fishing ports. The strategy will aim to support the continued viability of the local fishing fleets, ensuring they have the necessary facilities and infrastructure to operate successfully.
- Harnessing Opportunities in Offshore Renewables: The burgeoning offshore wind energy sector presents a significant opportunity for both Scarborough and Whitby. The strategy will explore how the harbours can best support this industry, potentially including the provision of facilities for crew transfer vessels and other support craft.
- Enhancing Tourism and Leisure Activities: Both harbours are popular tourist destinations, attracting visitors year-round. The strategy will consider ways to enhance the visitor experience, potentially through improvements to harbourside facilities, the development of new leisure activities, and the promotion of maritime heritage.
Chris says that the development of the harbour strategy will be a collaborative process, with input sought from a wide range of stakeholders, including:
- Harbour Users: Regular harbour user group meetings will be held to gather feedback and ensure the strategy meets the needs of those who rely on the harbour for their livelihoods and leisure activities.
- Local Businesses: Businesses operating in and around the harbour areas will be consulted to understand their needs and identify opportunities for collaboration.
- Residents: The wider community will be invited to share their views on the future of the harbours and how they can best serve the needs of residents.
No timescale has yet been announced for the development of the strategy although it's understood that work is underway.
