New Chief Constable for Humberside Police

Humberside Police will have a new Chief Constable from April 7.

Chris Todd has been confirmed in the role after earlier being named the force’s ‘preferred candidate’.

Humberside Police has been without a permanent Chief Constable since June 2024, following Paul Anderson’s decision to retire. Mr Anderson, who remains subject to an ongoing IOPC investigation, was succeeded by Judi Heaton who was appointed on a temporary, initial six-month basis in July. Ms Heaton’s contract was then extended by a further six months as the Force failed to appoint a permanent replacement in a recruitment drive in the summer.

In February, Humberside’s Police and Crime Commissioner (PCC) Jonathan Evison named Chris Todd as his ‘preferred candidate’ for the role, with Mr Todd being chosen from a three-person shortlist. Through his career, Mr Todd has also worked at West Midlands Police as Chief Superintendent as well as working for the police in Hong Kong in the 1990s.

Mr Todd has now had his position confirmed by the Humberside Police and Crime Panel, who held a Confirmation Hearing to question him. The new Chief Constable will now assume his role on April 7 on a five year contract. Upon being confirmed, Mr Todd acknowledged the work of Ms Heaton, saying: 

“I want to thank Judi for her outstanding commitment, professionalism and leadership at a time when Humberside Police really needed someone to step up. Judi did just that, showing what a dedicated public servant she is.”

He added: 

“I am delighted and hugely honoured that the Police and Crime Panel have endorsed the Commissioner’s decision to appoint me as the next Chief Constable. I intend to bring consistent, stable and ethical leadership to build on the excellent work that is already being delivered every day.”

Mr Evison, whose role includes overseeing and holding the Chief Constable to account has said: 

“I am delighted that the Police and Crime Panel have recognised the high calibre of my preferred candidate and that this officially marks the end of the selection process for Chief Constable of Humberside Police. I look forward to working with Chris Todd to serve our communities.

“The performance of Humberside Police has continued to improve and remains the highest performing force in the country with three outstanding gradings from the independent inspectorate. Our communities deserve the best service, and I will be challenging Mr Todd to continue this trajectory for the force so that the public continue to see sustainable improvements in service.

“I am delighted that the Police and Crime Panel have recognised the high calibre of my preferred candidate and that this officially marks the end of the selection process for Chief Constable of Humberside Police. I look forward to working with Chris Todd to serve our communities.
