
Measures to tackle anti-social behaviour and public drinking in Scarborough town centre seem to be having an effect.
The council's community safety manager - Paul Romans - says that data shows a reduction in offences in key hotspot areas of the town centre over recent years.
One of the more recent measures introduced to tackle the problems was a ban on drinking Alcohol in public. A Public Space protection Order came into effect on October last year which enables council officers and the police to work together to pro-actively combat anti-social behaviour. It means drinking in the street is prohibited if it is causing, or likely to cause, harassment, alarm and distress.
However the effectiveness of the ban might be difficult to measure. North Yorkshire Council is due to carry out a review of the Public Space protection Order, but Community Safety Manager - Paul Romans - says the statistics might not tell the full story.
The PSPO ‘hotspot’ covers Falsgrave, into the town centre pedestrianised area, around the railway station and nearby public spaces towards the beach.
Refusing to comply with a request to stop drinking can lead to the issuing of a fixed penalty notice, which, if not paid, can lead to court proceedings. Licensed premises with outdoor seating areas are not affected by this legislation.
