Council Serves Closure Orders on Homes in Bridlington and Beverley

East Riding of Yorkshire Council has obtained a closure order on a home in Bridlington and a partial closure order on a Beverley property following reports of anti-social behaviour, nuisance and criminal activity.

A full closure order was granted by Hull magistrates on Wednesday 10 July against 53 Sewerby Road, Bridlington, a bungalow owned by East Riding of Yorkshire Council.

On the same day Hull magistrates also granted a partial closure order against 83 Sigston Road, Beverley, a first floor flat also owned by the council.

Both orders were served by a member of the council’s anti-social behaviour team on Wednesday 10 July.

The closure order means no one can enter the property at 53 Sewerby Road, Bridlington, for three months, except for officers from the council, police, other emergency services or utility providers.  

Anyone else who enters or stays on the premises without a reasonable excuse can be fined, imprisoned or both.

Hull Magistrates’ Court heard officers from the council’s anti-social behaviour team had received numerous complaints from nearby residents since December last year about serious nuisance at the bungalow happening on a daily basis.

The allegations included drug and drunken behaviour and loud, violent arguments caused by the two tenants living at the bungalow.

Police also made several visits to the property following reports of loud, violent arguments, drug use and dealing, theft, burglary, and unknown visitors calling in the early hours.

Despite action taken by the council and police to try to engage with the two tenants, to discuss their unacceptable behaviour and to try and work with them, serious nuisance, disorder and criminal activity continued.  

The council therefore served the full closure order to prevent further anti-social behaviour and to protect vulnerable residents in the area who had been made to feel unsafe in their own homes.

The council will seek possession of the property.

In Beverley, the partial closure order means no one can enter the property at 83 Sigston Road, Beverley, for three months, except for the tenant, two named people, officers from the council, police, other emergency services or utility providers.  

Anyone else who enters or stays on the premises without a reasonable excuse can be fined, imprisoned or both.  

Hull Magistrates’ Court heard that, since May this year, officers from the council’s anti-social behaviour team and the police had received a number of reports about visitors to the property causing a nuisance to nearby tenants.

Complaints included groups of people seen calling at the flats several times a week, shouting for drugs, and in one instance, a fight outside involving several people.

Despite intervention from the council and police, disorderly, offensive and criminal behaviour continued at the property, causing neighbours to fear for their safety.

The council’s investigation showed the issues were being caused by visitors to the property and not the tenant, therefore the council applied for a partial closure order.

Nigel Brignall, manager of the anti-social behaviour team at the East Riding of Yorkshire Council, said:

“Local residents have told us about the significant nuisance caused to them by people coming and going from the properties, often appearing under the influence of alcohol or drugs.

“This has led to them feeling frightened and intimidated. This behaviour will not be tolerated.

“I thank residents for coming forward and passing information to us, enabling swift and decisive action taken to make the local community much safer.”
