Concerns over Lack of Detail in Scarborough Borough Devolution Plans

There are concerns that there is still not enough detail about how local government reorganisation in North Yorkshire is going to work.

In six months' time the borough and county councils will be replaced with a single authority for the whole of North Yorkshire.

County Councillor Subash Sharma is concerned that there isn't enough clarity about how local issues are going to be dealt with, one of his concerns is around taxi fares.

Scarborough Civic Society has also expressed concern about a lack of detail surrounding local government reorganisation in North Yorkshire.

The civic society say there is a lack of clarity around how planning decisions will be made, and whether or not the Scarborough Borough will continue to have its own planning and conservation officers.

In a statement and question read to the county councils Scarborough Area Committee the Civic Society said:

"We have great concerns about the future structure of local government in North Yorkshire especially in the unparished part of Scarborough. Some sources of information state that there will be a gradual change and officers are involved in work-streams to discuss how things might operate.

Can we assume that we will continue to have a planning department based in Scarborough as well as locally based Ecology Officers and Conservation Officers. Planning, we understand, will be done on a constituency basis. For Scarborough and Whitby, it means that the planning committee will consist of members drawn from the 15 unitary councillors elected last May. This could create complications in its own right. For example some of the councillors might have executive roles and so could not serve on the regulatory committees.

Will officers be remaining in the St Nicholas Street offices? Or will they eventually move out to Pavilion House. Or will most officers be based in Northallerton?"

The county council say that the new North Yorkshire Council is committed to retaining offices in all areas of the county and it is not the case that all officers will be based in Northallerton.
